Home Lease & Sale Regulations (for Homeowners, Landlords and Tenants)
In order to protect and enhance the Harbour Pointe community, the Harbour Pointe Residents Association (HPRA) Trustees and our property managers are committed to the enforcement of all HPRA By-Laws and CC&R’s, including all regulations pertaining to the use restrictions of all lots, homes and common property in Harbour Pointe.
 
The HPRA and property managers shall monitor and enforce HPRA CC&R’s Article VIII Section 1 which details Association requirements for homeowners who lease or sell a home in Harbour Pointe. In addition, to support and empower Harbour Pointe Landlord-Owners with the means to promote neighborhood harmony and sustainability, the HPRA shall implement enhancements to the Harbour Pointe lease regulations. The enhanced lease regulations include: 
 
In order to receive a required HPRA Lease Certification, all Harbour Pointe Owners leasing a Home must comply with all HPRA leasing regulations, including a restriction on all transient rentals including AIR BNB, VRBO, etc.  No lease shall be LESS than 6 months in duration and require a certificate of occupancy issued by code enforcement, requirements to submit an HPRA lease application, a proposed lease, an adult tenant(s) credit check, an adult tenant(s) criminal background check, prior landlord reference(s), and municipal approval(s).

The CC&R’s are a set of legally binding covenants and design standards that protect the aesthetic integrity and overall quality of the Harbour Pointe community. Additions and modifications to the residential properties must comply with these guidelines, thus assuring continuity of design, maintenance of property values, and aesthetic preservation of Harbour Pointe.  

The By-Laws are the formal rules for the administration of the association and the day-to-day management of the association. By-Laws specify the powers and duties of the association, its officers or directors, and the management company. Additional items addressed in By-Laws include notice and quorum requirements for association meetings, voting rights, and procedures for the election of board members.
